Paperwork has to be submitted to the transfer king by 6pm. The club doesn't have to announce anything.

Was Arshavin not confirmed a couple of days later last year??

Arshavin was actually set to leave for home literally minutes before the window closed, before he was called back. He actually signed the contract after the deadline apparently. I think it's called the 'high profile club' appendix to the rules. Wink
